For when the councillor was delivering his final speech as chairman of Lincolnshire council he asked his partner of 12 years, fellow Conservative councillor Rosemary Woolley, to marry him. As Mr Trollope-Bellew said, he thought the council chamber was “an appropriate time and place to do it.” Despite being “caught unawares”, Councillor Woolley voted yes to the proposal.
